GSI was established as a Joint Venture by GEM Technology International, Corp. and Spectra Tech, Inc., both of which have extensive experience supporting federal agencies and both have received the DOE Small Business of the Year award.

Competitive markets require the design of state-of-the-art facilities, equipment, and effective program operations. In addition, programmatic and engineering solutions are necessary to offset ever increasing manpower costs.
The bottom line is that the cost of doing business on the Federal, State and local levels has to be based on sound processes, taking into consideration safety and security, as well as design and maintenance of cost effective operations.
Engineering
GSI-TS has conducted electrical engineering and instrumentation design for construction of several Department of Energy facilities. This has included providing the technical specifications associated with overhead electrical distribution systems, security systems, and secondary electrical systems. GSI-TS currently provides electrical engineering support for the Strategic Petroleum Reserve facilities located in Texas and Louisiana.
GSI-TS extensive experience in instrumentation and control design includes data collection and transmission, control room design, remote manipulator operation, radioactive waste handling, and Nuclear Regulatory Commission (NRC) licensing and design basis events recovery systems. Our staff is fully knowledgeable in all electrical codes, the National Electric code IEEE, AMSEIII, 10CFR 50, 10CFR 21, and NRC requirements relevant to the design, construction and operation of both nuclear and non-nuclear facilities.
GSI-TS has provided mechanical engineering services to several Department of Energy facilities and currently provides mechanical engineering support for the Strategic Petroleum Reserve in New Orleans, Louisiana. We have also performed assessments of several commercial petroleum reserve sites/facilities.
GSI-TS experience base in biological and industrial engineering includes resource management, optimization of manpower, productivity improvement, human factors engineering/ergonomics, space utilization, and downsizing prioritization. Our use of resource utilization and efficiency analysis processes have resulted in shift schedule and logistical improvements that have provided for more efficient customer operation of facilities and production. In addition, GSI-TS has been actively involved in assessing biological threats and concerns and designed engineered solutions to such problems.
GSI-TS involvement in nuclear engineering has been focused on the inventory and accountability special nuclear materials (SNM). We are providing highly specialized technical support to the Material Control and Accountability programs at several Department of Energy and National Nuclear Security Administration facilities. Technical services include such things as update of the computer code for Propagation of Variance (POV) and revised measurement techniques for holdup quantities of SNM.
GSI-TS is actively involved in the international safeguards of nuclear materials, participating in preparations for and implementation of international treaties and protocols for nuclear nonproliferation. GSI-TS has provided nuclear safeguards support in many countries worldwide including South Africa, Romania, and other prior eastern bloc countries under the DOE/NNSA GTRI contract. GSI-TS developed and implemented a training program involving international radioactive material transfer and transport. GSI-TS planned, developed, and implemented the first nuclear safety skill development program for South African regulators, nuclear facility operating personnel, and transport personnel. The training program supported the first US-origin nuclear removal project in South Africa.

GSI-TS has provided the structural and civil design efforts for the siting of facilities and associated support elements for the National Aeronautics and Space Administration. This has included development of programmatic documentation for the existing infrastructure, planned acquisition efforts, and emergency operations.Protective force response against the theft of special nuclear material and weapons, creation of improvised nuclear devices, potential malevolent acts associated with the disruption of mission critical facilities/assets, and sabotage that could affect the health and safety of the public, work force, and environment.

We are a DOE-wide recognized source that is highly respected for the conduct of oversight reviews and VA exercises. These reviews and exercises, coupled with our vulnerability analysis capability, generate a comprehensive analysis of protection system compliance and effectiveness.
The protection of classified and sensitive information is vital to our national security. As such, our staff is highly qualified, trained, and experienced in information security and sensitive information policy, procedures, and solutions to concerns.
We develop and conduct surveillance and oversight programs designed to assess the protection of classified information, matter, and parts, critical assets, as well as sensitive information, and make recommendations for correcting identified shortcomings. These reviews successfully identify the use of engineered technological measures that provide more assurance and permanent cost-effective solutions to information security and sensitive information concerns. They also help ensure that our customers’ information policies and procedures are current, all encompassing, and in place for the protection of classified and sensitive information.
GSI-TS also has the capabilities and experience to provide operations security guidance and support in identifying actual or potential vulnerabilities associated with classified and sensitive unclassified information that could be exploited by adversarial intelligence agencies.
GSI-TS’ staff of experts are highly trained and certified capable of performing various technical security functions. We have extensive experience in the maintenance of communications security systems and accounts, protected distribution systems, TEMPEST and technical surveillance countermeasures programs.
